Control plus L license is correct for VPB 40.4. Can you delete on the IP under C:\NexeedLocal\Licenses the folder with the ID from your Liecense dongel. After that please start the license management workflow from new and deploy the license on the IPS.

Normally you not lost license after reinstall image. There are no licenses on the device. The licenses are bound to the system hardware online. So you only have to go through the licensing process once with CPS. (the check box must be set) You only lose the license when you replace the device.
