The PLC export from OES should automatically install all required libraries. If there are still some libraries missing after exporting, something is wrong with the project.

hello SteffenR-: My problematic project used TwinCAT3 4022.27 and OES version 4.5. There was a big problem between them, so I later used OES4.11 and TwinCAT3 4022.27 without any problem. Thanks for your guidance.
