None of them. The library and everything in TwinCAT stays as it is. The OSD file describing the structure does not match the structure in the library. So it needs to be adapted to the library because it must describe the content of the library. If this is not clear I recommend not to fiddle around with the OSD file at all and wait for the bugfix.

Comments are primarily for the PLC code, so they are not inherited from the type definition because the element of the struct instance does not appear in the declaration PLC code, anyway. If you want the text to be available at all instances of a structure, you can use the Label property. If no comment is specified, the VariableDrop.Comment property returns the Label as fallback.

OSD files are not exported to the PLC. They just describe the content of the PLC library so OES / Control plus Studio has the information. You need to adapt the OSD file to the library, not the other way round. Unless there is a mistake in the OSD files it doesn't make sense to modify them.

Hello René, thanks for the hint! This is indeed a mistake in the OSD file. We will fix this and publish the update with the next monthly release. If you cannot continue your work without the fix, I would suggest you correct the OSD file yourself for the time being.
