I have one station with OES V4.11a and T3 build 4022.32
DataSetManager addon V1.1.4.0

Looks like the service tries to start every 30 seconds which doesn't make much sense. Maybe the log files of the DataSetAccess service contain some more understandable information. There are two relevant Log folders:
C:\OpconApp\DataSetAccess\Log
C:\OpconApp\DataSetAccess\Config\<Your MachineId>\Log

Looks like there are two configurations on your target system (i.e. two subfolders in the Config folder). Please delete both of them and deploy the configuration again from OES. Afterwards, there should be only one subfolder in the Config folder.
